What is genuinely still open is the hour. The announcement gives a date and no time, and no storefront has published a preload timestamp. That matters less than it sounds: a preload window runs for a week, so being a few hours late to it costs nothing. The launch unlock is the timing that actually bites, and PlayStation Store listings now show 15 regional windows for it — the unlock times page has the full schedule.
The other hard dates: launch on November 19, and the Vintage Vice City Pack pre-order cutoff on November 20.
