GTA 6 Miami Beach Deal: How Miami Is Becoming Vice City
Miami Beach narrowly approved discreet Vice City branding on its beaches, the county rented Rockstar its arena roof, and the Heat will play as Vice City the night before launch. Here's every deal, the money and the fight over it.

In this article
Rockstar Games is turning real-life Miami into Vice City ahead of GTA 6's November 19, 2026 launch, and local governments are getting paid for it. Miami Beach voted 4-3 on September 10 to allow discreet "VI" and Vice City branding on beach chairs and umbrellas from October 15 to December 31. Miami-Dade County has already put a $975,000 "Welcome to Vice City" sign on the Heat's arena, and the Heat will play as Vice City the night before launch.
What Miami Beach approved
Official The Miami Beach City Commission passed the item 4-3 on September 10, 2026. Commissioners Tanya Bhatt, Laura Dominguez, Joseph Magazine and Monica Matteo-Salinas voted yes. Mayor Steven Meiner and Commissioners Alex Fernandez and David Suarez voted no.
Official The resolution directs the city manager to negotiate with Amplify Marketing Inc. for signage on beachfront concession equipment from October 15. Reported Amplify brought Rockstar's campaign to the city, and the equipment means Boucher Brothers' beach chairs and umbrellas, the Miami Beach Journal reports.
What the branding will and won't look like
Reported Commissioner Laura Dominguez said city staff confirmed the branding would use Rockstar's wordmark, centered on the Roman numeral VI, not the full Grand Theft Auto name. Other limits:
- Reported Nothing on lifeguard stands, city property or the city's iconic public spaces.
- Reported The signage comes down during Art Basel in early December.
- Reported The city manager can sign the final agreement without another commission vote, a shortcut Mayor Meiner objected to.

How much Miami Beach gets, and where it goes
The final number isn't public. Reported IGN and USA Today say Rockstar will pay at least $3 million, and Commissioner Bhatt expects the total benefit to land closer to $4 million, per IGN. The Miami Beach Journal puts the range at $2 million to $4 million, with nothing locked in.
Reported The money is earmarked for the Flamingo Park football field renovation, an unfunded project that Bhatt said even the low end would cover. Every government in this story tied its Rockstar money to a park.
| Deal | Money (reported) | Where it goes | Status |
|---|---|---|---|
| Miami Beach chairs and umbrellas | At least $3 million | Flamingo Park football field | Approved, in negotiation |
| Kaseya Center sign (Miami-Dade) | $975,000 | Park behind the arena | Signed, up since September 22 |
| Downtown banners (City of Miami) | $202,000-$208,000 each, up to 6 | The Underdeck park, Overtown | Advanced in September |
| Heat's A Night in Vice City | Not disclosed | Not applicable | November 18 |
Why 3 commissioners voted no
Reported Commissioner David Suarez led the opposition. He pulled the item off the consent agenda to force a debate, showed clips of shootings, drug dealing and assaults from the games, and called GTA an adult game (here's how GTA 6's age ratings work). The city, he argued, has spent more than $1 million over 3 years on spring break campaigns meant to leave its reputation for disorder behind.
I don't think it's worth any amount of money.

Reported He also flagged sign-code sections that may bar this kind of advertising and a memo that left the lobbyist disclosure blank, the Miami Beach Journal reported. City Attorney Ricardo Dopico called the omission inadvertent and said staff would keep the signage within the code. Commissioner Fernandez gave no reason in the coverage we found.
The case for it
Reported The 4 supporters argued that the game is fiction and the money is real. Sponsor Monica Matteo-Salinas called the deal a win for gamers like herself.
We're not giving away pistols and cocaine to people.

Reported Joseph Magazine recalled falling for Miami Beach while watching Miami Vice (WSVN). Tanya Bhatt argued the game will reach Miami Beach either way (IGN).
The $975,000 "Welcome to Vice City" sign
Reported Miami-Dade County, which owns the Kaseya Center, is collecting $975,000 from Rockstar for the sign on the arena's roof, the Miami Herald reported. Mayor Daniella Levine Cava signed the agreement on September 10, the same day as the Miami Beach vote. At under $1 million, it needed no county commission vote.
Official The county disclosed the deal around 1:30 a.m. on September 18, at an overnight budget hearing, where the mayor's chief of staff, Christopher Hudtwalcker, described GTA 6 as one of the year's biggest cultural events, WLRN reported.
- Reported The mayor wants the money for a long-stalled park on county land behind the arena, known as Parcel B.
- Reported A helicopter lifted the pink-and-white letters into place on September 22. The sign covers about 4,700 square feet and is visible to passengers flying into Miami.
- Official It was lit on October 1, kicking off the Heat's partnership with Rockstar.
- Reported It should stay up for about a year, through at least the Heat's 2026-27 season.
Reported Commissioner Juan Carlos Bermudez wanted the money sent to the Sheriff's Office instead, and Commissioner Oliver Gilbert worried about deals being split to dodge the $1 million limit.

The Miami Heat become Vice City for a night
Official On November 18, the night before launch, the Heat host the Milwaukee Bucks at Kaseya Center as "Vice City". Tip-off is 7:00 p.m. ET on ESPN.
- Official A one-off Vice City court designed for the game.
- Official An all-new uniform the team has never worn.
- Official Game-night programming and live activations inspired by GTA 6.
- Official A Vice City collection from the Heat's Court Culture apparel line.
Official The team says more details will come in coordination with Rockstar Games. Updates are on the Heat's Vice City page.

Downtown banners and the county's bigger wish list
Reported The City of Miami moved to let Rockstar pay for permits to hang up to 6 oversized banners downtown from October 15 to December 31. Hoodline reported $202,000 per banner, while GTA BOOM, citing the city's legislative file, lists $208,000. The money goes to the Underdeck, a planned park under the I-395 bridge in Overtown. Reports differ on whether the ordinance has had its final vote.
Reported The county's wish list was bigger. A June 29 pitch deck from the mayor's office, obtained by The Miamian, floated a "Vice City Airport" makeover, Metromover wraps, custom manhole covers, a Port Gellhorn-style mural at PortMiami and a car-culture event at Tropical Park. Official The mayor's office said nothing had been formally agreed. Reported By late September, only the arena sign was reported as final.
Official Sheriff Rosie Cordero-Stutz rejected the Vice City label in a September 3 statement, saying the franchise is built around the kinds of crimes her deputies work to prevent. Reported The county's police association opposed the branding too, CBS Miami reported.

Our take: Rockstar is buying a name Miami already wears
Our read: Rockstar isn't really buying ad space. It's buying permission to put Vice City, the series' stand-in for Miami, on the real city's landmarks: the beach, the arena roof, even the home team's name for a night. Each is built to be photographed and shared, and each makes the GTA 6 map feel a little more real.
The compromises tell the other half of the story. "VI" without the Grand Theft Auto name, nothing on lifeguard stands and a pause for Art Basel show a city that wants the money without the label. Tying every check to a park likely made the yes votes easier. Rockstar itself hasn't commented on the deals in any coverage we read.
Watch for the final Miami Beach figure, the chairs and banners on October 15 and the Heat's uniform reveal. Then comes the launch itself, now on our countdown.
